The majority of the passengers came voluntarily and were vaccinated, and some came to my office after landing and requested to be vaccinated there.

Mr. Richie himself, I believe, was a passenger by one of these steamers, and when he represented to me that he had important business to attend to on shore and informed me that he was the Superintendent of the P.&O. Company, he was allowed to go immediately without vaccination, as a matter of fact all the passengers treated the vaccination as a huge joke.

Regarding the complaint of the passengers not being able to leave by the S.S. Coptic, this, again, I emphatically deny. Any person who wanted to go would have had plenty of time to catch the steamer hearing as I had to go on board myself to examine six hundred and fifty-six immigrants, and the S.S. Coptic did not sail until after 1 P.M.
The fact of the matter was that the passengers were, on leaving, complaining of the P.&O. Company not having launches to carry them on shore or to the S.S. Coptic, and, as far as I can remember, I gave a permit to the Hong Kong Hotel launch to take any passengers and their luggage on shore who wanted to go, and I also offered to take anyone on my own launch. If the Military Officer mentioned by Mr. Richie missed the S.S. Formosa, all I can say is that it was his own fault or the P.&O. Company's fault, as nobody was keeping him on board the steamer.

In the S.S. "Ballaarat" case, I got on board very shortly after 3 A.M., not at 8:35, as stated by Mr. Richie. As in the case of the S.S. Coromandel, there was no special signal flying or notice sent to me.
